ABSTRACT

The implementation of the Free-Smoke Area (KTR) policy is felt to be still not running optimally in coffee shops in Banda Aceh City which is a category of public places stipulated in the Qanun regulation and the Banda Aceh Mayor regulation. Getting the nickname of the city of 1000 coffee shops, KTR should be implemented as a form of supporting a clean environment from cigarette smoke. This study aims to determine the description of the implementation of the KTR policy at the Coffee Shop in Banda Aceh City with a qualitative approach using in-depth interviews, observation and documentation methods. There were eight informants in this study consisting of one head of the Banda Aceh City Health Service, one head of the Banda Aceh City Satpol PP, two traditional coffee shop owners, two modern coffee shop owners, two coffee shop customers. The results of the study indicate that the implementation of the KTR policy in Banda Aceh City has not received maximum results. This is assessed from several aspects, namely aspects of communication and socialization from policy makers, aspects of resources, aspects of community compliance and aspects of bureaucracy. Recommendations obtained from this research, the government needs to conduct a massive campaign related to the socialization of the application of KTR so that all people can understand the importance of KTR, especially coffee shop owners and customers.

ABSTRAK

Implementasi kebijakan Kawasan Tanpa Rokok (KTR) dirasakan masih belum berjalan secara optimal pada warung-warung kopi di Kota Banda Aceh yang merupakan kategori tempat umum yang ditetapkan dalam regulasi Qanun dan Peraturan Walikota Banda Aceh . Mendapat julukan kota 1000 warung kopi, sudah semestinya diterapkan KTR sebagai wujud mendukung lingkungan yang bersih dari asap rokok. Penelitian ini bertujuan untuk mengetahui gambaran implementasi kebijakan KTR di Warung Kopi Kota Banda Aceh dengan pendekatan kualitatif  yaitu menggunakan metode wawancara mendalam, observasi dan dokumentasi. Informan dalam penelitian ini  berjumlah delapan orang yang terdiri dari satu orang kepala Dinas Kesehatan Kota Banda Aceh, satu orang kepala Satpol PP Kota Banda Aceh, dua orang pemilik warung kopi tradisional, dua orang pemilik warung kopi modern, dua pelanggan warung kopi. Hasil penelitian menunjukkan bahwa implementasi kebijakan KTR di Kota Banda Aceh belum mendapatkan hasil yang maksimal. Hal ini  dinilai dari beberapa aspek yaitu aspek komunikasi dan sosialisasi dari pengambil kebijakan, aspek sumber daya, aspek kepatuhan masyarakat dan aspek birokrasi. Rekomendasi yang diperoleh dari penelitian ini, pemerintah perlu melakukan kampanye secara masif terkait sosialisasi penerapan KTR sehingga seluruh masyarakat dapat memahami pentingnya KTR khususnya pemilik dan pelanggan warung kopi.
